Registration of youth and children’s organization in Ukraine

Youth and children’s organizations in Ukraine are public associations that operate to exercise and protect the rights and interests of their members and are established and registered in the manner prescribed for associations.

Members of a youth organization are persons aged from 14 to 35. Members of a children’s organization are persons aged from 6 to 18.

It should be noted that a youth organization must be registered within a certain period.

Documents for registration

At the meeting the founders (in number not less than 2 persons) adopt a decision on the creation of a youth or children’s organization, which is recorded in the minutes. It should be noted that the name of the entity must include an indication of its status, namely – “youth” or “children’s” organization.

Documents that must be submitted to the registration authority (in case of creating a legal entity):

  • application;
  • registration card (properly completed);
  • minutes of the founding meeting;
  • two copies of the charter;
  • information about the governing bodies and the representative (together with his/her consent);
  • information on the ownership structure of the founders (for a public union).

If the organization plans to carry out activities without registering as a legal entity, it is only necessary to inform the registration authority about the establishment of a youth or children’s organization by submitting the appropriate application together with the minutes, information about the founders and the representative. In this case, the approval of the charter and governing bodies occurs only if provided for by the founders’ decision.

Procedure for registering a youth or children’s organization

The creation of a youth (or children’s) organization requires its subsequent registration or notification of the authorized bodies.

Within 60 days from the moment the association is created, it must be registered (if the creation of a legal entity is planned) or its creation must be reported (if functioning without legal entity status) to the registration authority of the Ministry of Justice.
