In accordance with the Law of Ukraine "On the Legal Status of Foreigners", the right to temporary residence permits is granted to foreign nationals who arrived in Ukraine with the aim of:

  1. employment in Ukraine;
  2. family reunification, where one of the spouses is a citizen of Ukraine;
  3. family reunification, where one of its members (a spouse or children) has a temporary residence permit in Ukraine;
  4. implementing the international technical assistance project;
  5. working in a religious organization;
  6. working in offices and branches of foreign organizations, companies or banks;
  7. cultural, educational, scientific and volunteer activity;
  8. working as a correspondent or representative of a foreign media;
  9. education.

Documents for the Residence Permit in Ukraine

  1. The application form from a foreigner or a stateless person for obtaining a temporary residence permit in Ukraine.
  2. The application of a host for issuing the temporary stay permit in Ukraine.
  3. An alien's passport;
  4. The notarized translation of a passport page with the foreigner's personal data into the Ukrainian language.
  5. A copy and the original of the immigration card or a copy of the passport page with the D type visa and the stamp of the border crossing.
  6. The valid health insurance.
  7. The certificate of no criminal record in Ukraine.
  8. Four 3.5 x 4.5 cm photos on matte paper.
  9. In the case of obtaining the identification code - a copy certified by the owner's signature.
  10. A receipt of payment of services of the visa and registration department and the state duty.
  11. A document that is the basis of stay in Ukraine and the temporary residence permit in Ukraine (clause 4 to 15, Article 5 of the Law of Ukraine "On the Legal Status of Foreigners"). In accordance with the purpose of staying in Ukraine, these documents are as follows.

Basis for Obtaining the Residence Permit

  1. Employment in Ukraine:
    • the notarized copy of the work permit;
    • the order (resolution) of a company's head to appoint an employee responsible for issuing documents to foreign citizens;
    • a copy of the passport of the officer responsible for issuing documents to foreign citizens (certified by the holder's signature).
  2. Family reunification, where one of the spouses is a citizen of Ukraine:
    • the notarized copy of a document confirming the marriage with a citizen of Ukraine;
    • a copy of pages of the passport of the citizen of Ukraine with the personal data and the residence registration stamp (certified by the holder's signature).
  3. Family reunification, where one of its members (a spouse or children) has a temporary residence permit in Ukraine:
    • a legalized document confirming kinship with a person having the temporary residence permit in Ukraine.
    • the notarized translation of a passport page with the host's personal data into the Ukrainian language.
    • a copy of the authorization for temporary residence in Ukraine (certified by the holder's signature).
  4. Implementing the international technical assistance project:
    • an application of the international aid recipient (original);
    • copies (certified by an institution's seal) of documents confirming implementation of the international technical assistance project (upon the State Migration Service's request).
  5. Working in a religious organization:
    • the application of a religious organization certified by the state registrar of religious organizations (original);
    • copies of documents (certified by an institution's seal) confirming registration of the religious organization.
  6. Working in offices and branches of foreign organizations, companies or banks:
    • the application of a representative office of a foreign organization, company or bank (original);
    • the notarized copy of a document confirming registration (accreditation) of the foreign organization, company or bank.
  7. Cultural, educational, scientific and volunteer activity:
    • the application of the state organization responsible for implementation of cultural, educational, scientific, or volunteer programs (original);
    • If the host is a non-governmental voluntary organization - the application of such an organization and the notarized copy of the document confirming its registration.
  8. Working as a correspondent or representative of a foreign media;
    • the application of a foreign media (original);
    • the application of the state body of Ukraine, which is responsible for the state policy in the information and publishing fields (original).
  9. Education
    • the original and a copy of a document confirming education in Ukraine;
    • the application of the educational institution, in which it undertakes to inform the Visa and Registration Department on the expulsion of the foreign citizen from the educational institution (original);
    • a copy of the document on registration of the educational institution (certified by its seal).

Subject to the basis of obtaining and internal rules of certain Visa and Registration Departments in different regions, the following additional documents may be required:

  1. The application for fee-based services related to the temporary residence permit in Ukraine;
  2. The host's notarized statement or a letter of guarantee confirming acceptance of the all financial obligations related to the residence of foreigners in Ukraine, and their return to a homeland;
  3. Documents confirming sufficient financial resources of the host to covers expenses associated with the foreigner's residence in Ukraine;

In accordance with the Law of Ukraine "On Immigration", it can be identified two groups of individuals who may immigrate and obtain the permanent residence permit:

The first group is the persons by the immigration quota. (Article 4)


  1. Artists and scientists required by the country;
  2. Highly qualified experts required by Ukraine;
  3. Persons who invested in the Ukrainian economy at least 100 thousand US dollars;
  4. A full-blood brother, sister, grandfather, grandmother, grandson, and/or granddaughter of the citizen of Ukraine;
  5. Persons who were Ukrainian citizens previously;
  6. Parents, a husband (a wife) and minor children of immigrants (persons who have received the permanent residence permit);
  7. Refugees or persons granted the asylum (after 3 years of residence);
  8. Victims of human trafficking (3 years after granting them this status)

 

The second group is persons who may be immigrants apart from the quota. These include:


  1. One of the spouses if the other spouse, with whom he or she has been married for more than two years, is a citizen of Ukraine;
  2. Children and parents of citizens of Ukraine;
  3. Persons having the right to acquire the citizenship of Ukraine by territorial origin (for details, see Article 8 of the Law of Ukraine "On Citizenship of Ukraine");
  4. Persons who are guardians or custodians of citizens of Ukraine, or are under the guardianship of citizens of Ukraine;
  5. Persons whose immigration is of state interest for Ukraine;
  6. Foreign Ukrainians, spouses of foreign Ukrainians, their children in the event of their common entry and stay on the territory of Ukraine.

Documents for the Permanent Residence Permit in Ukraine

  1. The application for the permanent residence permit in Ukraine.
  2. The original alien's passport, a copy of the page with personal data, a visa and the stamp of crossing the border (or the immigration card).
  3. The notarized translation of a passport page with the foreigner's personal data into the Ukrainian language.
  4. The notarized copy of the immigration permit. If the immigration permit is issued simultaneously with the permanent residence permit, then additionally all the documents provided by the procedure for obtaining the immigration permit are submitted as well.
  5. Four 3.5х4.5 cm photos.
  6. State duty payment receipt.
  7. A copy of the certificate of identification number issued by a tax authority;

The documents may vary depending on changes in the legislation of Ukraine.

The residence permit is a special status that allows foreigners and stateless persons to enter and stay in a state without a visa.

The residence permit in Ukraine can be temporary and permanent (the permanent residence permit), which influences the list of documents required for obtaining the residence permit.

A common list of documents for the temporary residence permit in Ukraine:

  • a copy of the passport;
  • a copy of the ID number (if available);
  • a medical insurance policy;
  • six 3x4 photos.

Additional documents may be requested subject to the basis of the foreigner's stay on the territory of Ukraine.

A common list of documents for the permanent residence permit in Ukraine:

  • a copy of the passport;
  • a medical certificate;
  • the certificate of no criminal record issued by a foreign state;
  • documents of ownership or lease of premises;
  • a certificate of family composition;
  • subject to registration of any other persons in the premises - the application of all adult persons confirming their consent to a foreign citizen living there.
  • eight 3x4 photos.
