Registration of a foreigner in Ukraine

Procedure for obtaining registration:

  • discussion of details and document verification during a personal meeting with the apartment owner;
  • registration at the housing maintenance office (ZhEK);
  • execution of a rental agreement for the apartment to obtain legal grounds for registration;
  • preparation of the remaining documents after submitting the application at the passport office.

The whole process with your participation takes from 10 to 20 minutes, after which you can receive your passport with the stamp the next day.

The process is completely transparent and safe, since payment for services is made only after the documents are completed and does not require handing over your passport to third parties together with a notarized power of attorney to use your documents. Your presence during the registration process ensures that the stamp in the passport will be genuine, not “drawn”.

The processing time for registration is from 6 to 12 months, while the stamp in the passport will indicate permanent registration. Extending the registration is possible for a period from 1 month and will cost less than the registration.

During the term of the registration you will be able to receive any due certificates and correspondence that the apartment owner will forward to you.

The following documents are required to register:

  • Passport of a Ukrainian citizen deregistered from the previous place;
  • Deregistration slip from the previous place of registration;
  • For men – military ID (if absent – please inform in advance).

No additional documents are required!

The Constitutional Court of Ukraine recognized that the permissive nature of the registration institution restricts freedom of movement and choice of residence. On this basis propiska in Ukraine was replaced by registration. It is assumed that registration at the place of residence is merely a notification, and the Ministry of Internal Affairs can no longer grant or refuse registration.

According to the law, registration of a place of residence in Ukraine is the entry of information in the Unified Register about the place of residence or stay. Such information refers to the address of the dwelling used by the person for official notifications.

In practice, few changes occurred due to the innovations. Registration of place of residence remains a necessary procedure in the life of both Ukrainian citizens and foreigners. Registration in Kyiv is required when arranging insurance, banking services, and even when enrolling a child in kindergarten. The law requires Ukrainian citizens and foreigners to register upon arrival at a new place of residence within 10 days. Kyiv registration is required when applying for a residence permit in Ukraine.

Registration procedure

  1. On pages 11-16 of the passport a stamp of registration or deregistration is placed.
  2. Documents for registration are submitted to the relevant authorities.

The applicant submits the following documents for registration:

  • application for registration of place of residence;
  • passport;
  • if registering a child under 16 years of age, a birth certificate is attached;
  • document proving payment of the state fee;
  • if the place of registration changes within the state, a deregistration slip from the previous place of registration is submitted;
  • documents proving residence in the dwelling at the address where registration is carried out;
  • military ID (for persons on military records);
  • if documents are submitted by a representative (except legal representatives), a document confirming his authority is required;
  • if there are several legal representatives, the documents are submitted by one of them provided there is written consent from the remaining representatives.

The registration procedure is carried out on the day of submission of all necessary documents.
