The conclusion of the state sanitary and epidemiological examination (SES) is a document of a prescribed form that determines the compliance or non-compliance of a specific object with special medical requirements, as it relates to the safety of human life and health.
The SES conclusion is required in cases of importation into the territory of Ukraine of goods that must mandatorily comply with the requirements of sanitary and epidemiological examination. This document has legal force not only during customs clearance of the cargo but also later during sale or inspection by regulatory authorities.
A conclusion of the state sanitary and epidemiological examination is also required for certain groups of goods that are subject to mandatory UKRSEPRO certification, for example, cleaning and detergent products, and food products.
The so-called “hygiene” document is issued by an authority specialized in this area and should confirm the safety of the product for human life and health, as well as its compliance with hygiene standards.
The SES conclusion (hygienic certificate) can be classified into three types:
- Sanitary and epidemiological examination conclusion for the type of activity (work, service);
- Sanitary and epidemiological examination conclusion for a product;
- Sanitary and epidemiological examination conclusion for technical documentation (TU).
The SES conclusion is issued for a period of 1 to 5 years (the issuance term depends on the type of product, submitted documents, production conditions, and the expert reviewing the authority’s document package).
Stages of conducting the sanitary and epidemiological examination
- registration of the corresponding application for the examination;
- determination and clarification of the scope of the required examination;
- execution of a contract for payment for the works carried out during the examination process;
- document review;
- conducting necessary instrumental and laboratory tests and research;
- issuance of the conclusion with its subsequent entry into the SES Register of products that have passed the examination.
To obtain an SES conclusion, the following are required:
- Company details;
- Product sample;
- Company registration documents;
- Contract;
- Certificates of hygiene, quality, safety, and country of origin of the manufacturer;
- Completed application;
- Product description (appearance, composition, scope of application) or safety data sheets for certain types of goods;
- Power of attorney.
