Registration and assignment of a postal address to a real estate property

The procedure itself still lacks clear legal regulation and in many minor details depends on the local authority empowered to assign a postal address to a real estate object, which is the relevant department of urban planning and architecture. Such a shortcoming on the part of the legislator provides fertile ground for certain bureaucratic processes aimed at delaying the completion of all procedural steps.

However, all territorial authorities follow the main nationwide requirements that have already been established in the field of improvement of populated areas.

Obtain a copy of the order on the assignment of the postal address

During the construction period, a preliminary address may be assigned to the object. For this, the owner of the plot (or the land user on other grounds) submits an application to the territorial authority and attaches the following documents:

  • a document proving the applicant’s identity if they are an individual, or a copy of the certificate of state registration for a legal entity;
  • a document confirming the rights to the specific land plot;
  • design/project documentation for the construction object that has already been approved;
  • a certificate of payment of the participation fee, if necessary;
  • a copy of the technical passport of the real estate object;
  • a copy of the as-built (control and geodetic) survey, registered in the urban planning cadastre.

If the postal address needs to be assigned to an already constructed building, a certificate of commissioning must be submitted with these documents. This document also serves as a reason for converting the preliminary address into an official postal address upon completion of construction, which is done by approving the final address by the territorial authority.

A reason for refusing to register a postal address for the construction may be submission of an incomplete set of documents or inclusion of false information in them.
