How to obtain a license for educational activities?
License to carry out educational activities
The right to conduct educational activities is granted by the Ministry of Education and Science of Ukraine, as well as by the education management authorities of state administrations. Both legal entities (for example, by opening a university or a kindergarten) and individual entrepreneurs have the right to carry out educational activities.

The legislation defines the types of services that require a permit, depending on the level of educational activity:
- preschool education:
- care, educational and upbringing processes for preschool children, as well as correction of their development (psychological and physical);
2) general secondary education:
- provision of primary, basic and complete general secondary education;
3) extracurricular education:
- provision of educational services related to arts, scientific and technical, research, social, bibliographic activities, tourism, ecology, wellness and sports, military-patriotic and humanitarian education;
4) vocational and technical education:
- initial training, as well as retraining and advanced training;
5) higher education:
- training in various fields, levels and programs (including services for arranging education in foreign educational institutions, their branches or according to their programs), retraining, advanced training, preparation for entrance examinations.
The requirements imposed on educational activities are approved by the Ministry of Education and Science of Ukraine and relate to staffing, material and technical, educational and methodological base. A license to carry out educational activities is issued for a term of 5 to 12 years (but not less than the duration of the full educational cycle chosen by the licensee). The cost of the permit consists of two parts:
- payment for the work of expert commission members (depends on the duration of the examination and other conditions);
- payment for the administrative service:
– for individual entrepreneurs who provide preschool education services – 5 non-taxable minimum incomes of citizens;
– for legal entities – 24 non-taxable minimum incomes of citizens.
It should be remembered that in the event of: a change of name or full name for individuals; a change of location or place of residence, reorganization of a legal entity; liquidation or reorganization of a structural subdivision; a change in the licensed scope or the name of the training direction; – it is necessary to reissue the license.
License for teaching activities
The right to teach is granted to persons who possess high moral qualities, have appropriate education and professional training, as well as a physical condition that allows them to perform this activity.
A license for teaching activities in the form of individual tutoring is not required. A Ministry of Education license is necessary if you plan to open your own educational institution or provide preschool education services as an individual entrepreneur. The procedure, required documents and the cost of the permit depend on the chosen form of educational activity and the specific types of educational services.
For example, an individual entrepreneur wishing to provide preschool education services must submit the following package of documents:
- application;
- passport;
- identification code;
- document of education and qualification;
- medical certificate.
Obtaining a permit for an educational institution involves a wider range of documents, in particular: statutory documents, approved curricula, activity concept, permits in the field of fire safety, sanitary control, labor protection, documents confirming compliance with other licensing requirements.
License for courses
Professional development courses in the field of vocational and higher education require obtaining the appropriate permit.
It is important to remember that services related to employee professional development are subject to licensing only if the declared professions are provided for in the Classifier of Professions GK 003:2010.
