The permit for placing advertising is issued to the advertiser by a special body of the Kyiv City State Administration and is a document of a prescribed form.

To obtain a permit for placing outdoor advertising in Kyiv, the following documents are required:
- a computer model of the advertising site and a photograph (at least 6 x 9 centimeters) of the proposed advertisement location;
- a sketch of the advertising medium with a structural solution (the structural solution must be certified by the developer’s stamp and signatures and contain information about mounting nodes, main overall dimensions, connection to engineering networks, materials used, a properly certified copy of the developer’s license and other regulatory documents (A4 format) confirming his right to provide services (works) in construction design and engineering, as well as other technical characteristics that comply with the requirements of DBN, DSTU);
- a copy of the applicant’s state registration certificate as an individual or legal entity-entrepreneur, certified in the prescribed manner;
- a letter requesting issuance of special blanks authorizing the placement of outdoor advertising (addressed to the director of the municipal enterprise “Kyivreklama”);
- an application addressed to the head of the department for advertising placement.

The placement of outdoor advertising in Kyiv is regulated by CMU Resolution No. 2067 of 29.12.2003 ‘On Approval of the Model Rules for the Placement of Outdoor Advertising’, the Law of Ukraine “On Advertising” and Kyiv Council Decision No.37/6253 of 22.09.2011 “On Approval of the Procedure for Placing Advertising in Kyiv”.
The authorities involved in the process of coordinating outdoor advertising include:
- Municipal enterprise “Kyivreklama”;
- Main Department of Advertising under the KMDA;
- Main Department of Urban Development and Architecture;
- Main Department for the Protection of Cultural Heritage (in cases when advertising placement is planned on monuments of local or national importance or within zones related to them);
- Main Department for City Improvement of Kyiv;
- State Automobile Inspectorate (when the placement of advertising is planned within road limits);
- Owners of the object or territory on which the advertising is planned to be placed.
