A vehicle, car or motorcycle, is deregistered at the MREO for:

sale based on the owner’s application
for re-registration of ownership (court decision, notary’s enforcement inscription, state executor’s order, inheritance, etc.).

Deregistration must take place at the MREO at the place of registration. The time for deregistration during a working day is 2-4 hours, provided that the vehicle is inspected by an expert before 13:00.

Minimal involvement is required from you, namely:

What documents are required?

Original and copies of Passport, Tax ID (INN), Vehicle registration certificate (technical passport)
If a representative – power of attorney
If the car was financed (Original bank certificate of loan repayment, original pledge agreement, extract from the register of encumbered movable property).

For independently deregistering the vehicle, you will need to go through the following stages

*(at the Main Directorate of the Traffic Police of the city. For Kyiv this address is: Bohdana Khmelnytskoho St., 54).

*** In the MREO where the vehicle will be deregistered, at the registration window you need to obtain the application form for deregistration of a vehicle for legal entities. This must be done in advance, since the enterprise’s stamp is placed on this application.

****(If the technical passport is of the old type (laminated), it is cut like a book, and the MREO mark of deregistration with a stamp is placed inside. If the technical passport is of the new type (plastic), its corner is cut and a registration card is issued)

*****(“Oblikova kartka” / Registration card). Issued only if the technical passport is plastic. If the vehicle is deregistered due to its sale, a note “Vehicle deregistered for sale within Ukraine” is made in the technical passport or registration card. ATTENTION! As the registration card is invalid without the technical passport, so the technical passport is invalid without the registration card.
