Upon completion of construction, a new phase of administrative paperwork commences. The completed structure must be declared fit for use — for this purpose a commissioning (acceptance into operation) procedure is carried out. During this procedure, compliance of the executed works with the project and regulatory requirements is verified, as well as the safety of the structure itself and its connections to engineering utilities.
How to Commission a House
The procedure for commissioning in Ukraine depends on the complexity category of the facility. For objects of complexity categories I–III, as well as those houses constructed on the basis of a construction passport, it is sufficient to submit a declaration of readiness for operation to the territorial body of the State Architectural and Construction Inspectorate (GASK), where it must be registered. As a general rule, the applicant submits two copies of the declaration to the authorized body. The review is conducted within 10 days, during which it is determined whether all data have been fully provided. Upon registration, one copy is returned to the applicant and the other remains with the inspection.
It should be noted that commissioning of a residential house, country cottage and other buildings classified as complexity categories I–II is temporarily carried out under a simplified procedure. This applies to all unauthorized constructions (samostroi), i.e., buildings erected without obtaining the requisite permit.
For objects of complexity categories IV–V, a procedure is provided whereby the applicant submits to the relevant inspection authority an application in two copies for acceptance of the house into operation and the issuance of a certificate, to which a certificate of readiness of the facility must be attached. The inspector, upon receipt of the application and the readiness act, commences an inspection of the object for conformity with the project and construction standards. Not only the documentation but also the object itself and its components are subject to inspection. The inspectors are granted ten days to render a decision, upon which either a certificate and an act of commissioning are issued, or a reasoned refusal is issued. In the event of refusal, the applicant may, after rectifying all deficiencies, submit an application for commissioning again.
