Narcotics, psychotropic substances and precursors, depending on the level of their danger, the appropriateness of their use and the necessary means of control over their circulation, are subject to inclusion in a specific list of the Table of the List of these substances approved by the CMU.

Business entities are required to have a license for the circulation of narcotic drugs included in List No. 1 of Tables 2 and 3 of the List.
The permit is issued for one or several types of activities related to the circulation of substances provided in the List, namely:
- cultivation of plants;
- development, production, manufacturing;
- storage;
- transportation;
- purchase, sale;
- import, export, transit through the territory of Ukraine;
- use, disposal.
Documents that must be submitted to the licensing authority:
- application in the prescribed form;
- copy of the certificate of state registration or an extract from the EDRPOU;
- for individual entrepreneurs – a copy of the license for medical or veterinary practice;
- information on compliance with licensing conditions regarding material and technical resources, regulatory framework, education and qualifications of personnel;
- certificate (other document) of the suitability of the head of the business entity to work with narcotics, psychotropic substances and precursors;
- for employees who will have access to the substances – medical certificates confirming absence of signs of alcohol, narcotic or psychotropic substance abuse, absence of restrictions for licensing activities, as well as Ministry of Internal Affairs certificates confirming absence of certain restrictions (criminal record);
- for production (manufacturing) of substances – technical and technological regulations of these processes;
- Ministry of Internal Affairs permission to conduct activities in a specific premise;
- for cultivation of plants – documents for the use of the land plot (ownership right, lease), and in some cases also a contract for provision of security services (protection of crops, storage locations).
License for the circulation of psychotropic substances
Psychotropic drugs are medicinal products that affect higher mental functions and are used in medicine to treat mental disorders.
The license for the circulation of psychotropic substances, narcotics and precursors is issued by the State Service of Ukraine for Drug Control. The validity period of the permit is 5 years.
Among the range of licensing conditions that must be met to issue permitting documentation for activities related to the circulation of narcotics, precursors and psychotropic substances, the following can be highlighted:
- the head of the legal entity-licensee must have professional training corresponding to the activity declared for licensing;
- an individual entrepreneur applicant must hold a license for medical or veterinary practice;
- the staff must include specialists with appropriate professional training;
- a number of requirements are imposed on the facilities and premises where the licensed activity will be carried out regarding technical reinforcement and equipment to ensure safe storage and prevent unauthorized access by third parties.
License for the circulation of precursors
Business entities are required to have a license for the circulation of precursors provided for in Table 4 of the List.
Precursors are substances used in the process of producing or manufacturing narcotic drugs or psychotropic substances.
The procedure for obtaining, the validity period and licensing conditions established for narcotics and psychotropic substances also apply to precursors. Specific requirements depend on the type of activity the applicant intends to carry out. If it concerns storage, the main requirement is an equipped premise. If the licensee’s activity involves import into the country, export outside it or transit, a corresponding permit must be obtained for each individual operation. Ukraine, through the State Service for Drug Control in coordination with the SBU, issues the mentioned permits within 30 days.

For operations involving import into Ukraine of narcotic, psychotropic substances and precursors, a fee of 1% of the contract value is established; for export operations – 2%. An exception are contracts whose subject is sulfuric or hydrochloric acid. In that case, for the issuance and processing of import or export permits the manufacturer must pay 0.2% of the contract value.
The cost of the administrative service for issuing a permit for the circulation of narcotics, psychotropic substances or precursors amounts to one minimum wage.
