Carrying out security activities is possible only after obtaining the appropriate license, for which the following documents are required:

1. an application in the approved form;

The cost of the license is one minimum wage established on the date of the licensing authority’s decision.

The license is issued without a time limit and allows legally providing security services for individuals as well as property, regardless of the form of ownership.

All security services are provided on the basis of a written contract with the customer, with mandatory specification of the conditions for compensation of damages caused by improper performance of duties by the security personnel or management.

Licensing of private security activities

The legislation of Ukraine provides a list of licensing requirements that private security entities seeking to obtain a license for services to protect property and citizens must follow.

The main requirements are:

1. Having security guards on staff who meet the qualification requirements established by law.

In addition, the following conditions are imposed on all personnel:

• being of legal age;
• legal capacity;
• Ukrainian citizenship;
• completion of relevant training or professional education;
• no unexpunged or unremoved criminal record (for an intentional crime);
• absence of mental illnesses, alcoholism or drug addiction;
• registered at the place of residence;
• absence of restrictions (imposed by courts or related to health) concerning functional duties.

When carrying out security duties, personnel must have an ID signed by the manager (with the employee’s photo, full name, period of validity and date of issue), and signs of affiliation to the security entity on their clothing.

2. It is mandatory to have among the personnel of the business entity, its branch or separate subdivision, a specialist for organizing security who has higher education and a certain length of service (depending on the positions previously held). This employee is also subject to all the personnel requirements described above.
