Step-by-step instructions for independently arranging apartment privatization
Step 1.
Contact the ZHEK, OSBB, KP with your passport (birth certificate):
- Here Form No. 4 or No. 5 is prepared (for the privatization of a separate or communal apartment). These forms are issued by the passport clerks at the ZHEK. The forms list everyone registered in the apartment at that time, as well as newborns and temporarily absent persons entitled to housing. The forms also include all data necessary for preparing the privatization documents (apartment area, personal account).
- You should also bring a copy of the apartment order and a certificate from the previous place of residence (for those who registered in the apartment after 1993) stating that the right to privatize the apartment has not yet been used.
- At the ZHEK you need to obtain an application for issuing a technical passport for the apartment, which is issued by the master or the technical service of the ZHEK.
- Then the privatization application itself will be prepared. For this the whole family must visit the ZHEK office, because they will need to sign all the documents. Later these signatures will be certified by the head of the office. It follows that the application will be drawn up in the name of the head in accordance with the standard form. One of the forms (No. 4 or No. 5) and the technical passport must be attached to the application.
Step 2.
Apply to the privatization department of the local state administration with the following documents:
- Passport or birth certificate (for persons who have not yet received passports). It is mandatory to have documents for each family member. If someone lived in the apartment with registration after 1992, you need to collect certificates from all previous places of residence. The certificates should indicate whether this resident has participated in privatization before.
- Tax identification numbers and photocopies.
- Certificate from the ZHEK department (Form No. 4).
- Application for apartment privatization (with all signatures certified by the head of the ZHEK).
- Copy of the order granting the living space.
- Technical passport.
- Certificate from Oschadbank at the place of residence.
Step 3.
Apply to the Registration Service (Department of State Registration) to register the ownership right to the apartment. After completing the privatization procedure, a certificate of ownership will be obtained, which must undergo mandatory registration with the Registration Service. Such registration with the Registration Service takes no more than 14 working days from the moment the application was submitted.
A necessary condition before starting this process is an inventory of the apartment, on the basis of which a technical passport is issued.
After that, the documents required for apartment privatization are submitted to the Fund, namely:
- Application addressed to the chairman of the district state administration in the city of Kyiv.
- A completed application for the privatization of an apartment, living premises in a dormitory, or a room in a communal apartment.
- Certificate of family composition and occupied premises. (Form 4)
- Copy of the order granting the living space (copy of the tenancy agreement in a dormitory). If necessary – an extract from the order on transferring the personal account.
- A document confirming the non-use of housing vouchers for the privatization of the state housing fund; (Oschadbank)
- Copy of the document confirming the right to preferential privatization conditions.
- Statement-consent of temporarily absent family members of the tenant for the privatization of the apartment (house), living premises in dormitories, rooms in a communal apartment.
- For minor family members of the tenant, the decision on privatization of housing is made by parents (adopters) or guardians. They certify consent for children’s participation in privatization with their signatures in the application next to the child’s surname. If the child is aged 14 to 18 (partial civil capacity), a written notarized consent of the parents (adopters) or guardians is additionally attached to the application.
- A document confirming that a citizen has not used housing vouchers for privatization of the state housing fund is a certificate from the previous place of residence of all family members (after 1992) stating the non-use of the right to privatize the state housing fund.
- Presence of passports (for minors — birth certificates) of all family members participating in the privatization and their photocopies.
- Technical passport of KP “BTI”
- Power of attorney for the representative.

The apartment is privatized in the procedure provided by the Law of Ukraine “On the privatization of the state housing fund” and the regulations of the State Committee of Ukraine on housing and communal services “On the procedure for transferring apartments (houses) to the ownership of citizens“.
