Documents required to legalize reconstruction

Reconstruction is a type of apartment reconfiguration that involves changing its geometric parameters, combining the kitchen and balcony into one room, replacing structures and their elements, and merging several apartments.

The procedure for commissioning the reconstruction of an apartment involves undergoing many rather difficult and lengthy stages. The list of necessary steps may vary in each individual case.

The following construction works are permitted for apartment reconstruction:

  • to relocate the entrance doorway to the apartment;
  • to enlarge the area of habitable rooms at the expense of various auxiliary rooms and corridors;
  • to increase the bathroom area by combining the toilet and bath or by annexing part of the corridor;
  • to dismantle the window-sill part of the wall to create a passage to the balcony;
  • to turn a room adjacent to the kitchen into a kitchen-dining room;
  • to cut openings in partition walls.

Actions that are prohibited:

  • to dismantle the ductwork and ventilation channels;
  • to move radiators to balconies or loggias;
  • to combine balconies and loggias with other rooms by dismantling external walls;
  • to create extensions to apartments located on the first floors;
  • to combine apartments vertically by partially or completely dismantling inter-floor slabs.

  • obtaining a Permit to carry out certain construction works;
  • development of a reconstruction project for the property;
  • preparation of a new Technical Passport;
  • obtaining consent for reconstruction from the relevant building balance holder;
  • making changes to the Technical Passport;
  • obtaining various certificates (for example, about payment of utility services, Form 3, etc.);
  • commissioning the property;
  • registration of a Certificate of title for the property in which reconstruction was carried out;
  • organization and support for payment of a share contribution to the development of the city’s engineering, transport and social infrastructure;
  • carrying out the registration of the Certificate of title.
