Procedure for obtaining the certificate
To obtain a certificate for the right to sell air transportation, you must apply to the State Aviation Service with the following set of documents:
- an application in the prescribed form;
- founding documents, certificate of registration, balance sheet, statement of financial results, the act of the latest audit or the act of an inspection of financial and economic activity by tax authorities;
- documents confirming the accreditation of the agency’s offices with IATA (if available);
- the act of the agency’s preliminary inspection (carried out by the State Aviation Service of Ukraine or an accredited organization);
- copies of contracts with an air carrier;
- a bank certificate of the existence of a reserve or a certificate from the air carrier about the existence of a deposit account (insurance policy);
- information about the staff;
- documents confirming compliance with qualification requirements for personnel and the availability of premises;
- information on the use of automated reservation systems, including official confirmation from the authorized body of the system regarding the presence or subsequent implementation of this system.
The state fee for issuing the certificate is paid in two stages:
- on the day of application submission – 119 UAH.
- on the day of certificate issuance – 68 UAH.
The review period for the document package is 20 working days.
The certificate is valid for 2 years.
Conditions required for issuing the certificate:
- ensuring financial responsibility to the air carrier. This is carried out by providing a bank guarantee or creating a deposit account (or issuing an insurance policy) to ensure compensation for possible incurred losses. The amount is agreed with the air carrier and must be sufficient to cover losses caused by the agency’s fault;
- the staff must include at least one specialist who has completed courses of the International Air Transport Association (IATA) or other certified courses;
- connection to an automated reservation system (when selling tickets for international air transportation, connection is required to several international automated reservation systems). Accordingly, at least one specialist must have the right to work with the system;
- availability of an office equipped with an alarm system;
- availability of a certain material and technical base (including a safe).
