Specialized enterprises may carry out the collection and processing of non-ferrous and ferrous scrap metal, and specialized metallurgical processing enterprises, in addition to the above actions, may also perform metallurgical processing.

Scrap collection includes purchase, gathering, storage and sale.

Documents required for submission to the licensing authority:

  • application in the prescribed form;
  • inspection report on compliance with established requirements;
  • information about the land plot (owned or leased).

License for processing non-ferrous metals

Non-ferrous metals are almost all metals and alloys, except for iron and its alloys.

For an applicant wishing to carry out operations with non-ferrous scrap metal, a mandatory requirement is to have a land plot of at least 500 sq. m.

Licenses for collection, processing, and metallurgical processing of scrap metal are granted for a period of 5 years. The cost of the permit is set at the level of one minimum wage. As of 01.12.2015 this amount is set at 1218 UAH.

License for processing ferrous metals

Ferrous metals are iron-based metals: cast iron, steel, ferroalloys and iron itself.

For an applicant wishing to carry out operations with ferrous metal scrap, it is necessary to have a land plot of at least 1000 sq. m.

The price of the license does not depend on the type of operations with scrap metal, therefore the cost of the administrative service for issuing a license for activities with ferrous metals also amounts to 1218 UAH.

Licensing of activities involving scrap metal operations requires the applicant to meet a number of general requirements concerning:

  • staff qualifications;
  • presence of a concrete (other hard) covering for the land plot (to prevent hazardous substances from leaching into the soil);
  • characteristics of lifting, measuring and scrap-processing equipment, means to ensure environmental safety;
  • storage containers.

The norms and standards concerning the above requirements are established by the legislation of Ukraine depending on the types of scrap operations carried out by the enterprise.
