License for Tobacco Products
According to Ukrainian law, the manufacture and trade of tobacco products are subject to licensing.
Tobacco products include: cigarettes (with or without filter), cigarillos, cigars, makhorka, tobacco and other products made from it or its substitutes for smoking, sniffing, sucking or chewing.

License to Sell Cigarettes
The sale (wholesale or retail) of tobacco products is only possible after obtaining a license for the corresponding type of activity.

To obtain a license you must submit an application and proof of payment of its fee. Documents are submitted to the Main Directorate or to the Taxpayers’ Service Center at the place of trade.
The decision to issue or to provide a reasoned refusal is made by the authorized body within 10 days from the date of submission of the required documents.
After receiving the license it must be registered with the revenue and duties authority, and for rural areas – also with local self-government bodies at the place of activity.
A license for wholesale trade is granted for a term of 5 years and its cost is 500 000 UAH per year.
The retail trade license is issued for 1 year. Its cost is set per each place of trade and is:
- for cities 2000 UAH;
- for villages and settlements outside city limits 250 UAH.
Payment is made quarterly in equal installments.
The place of trade must be equipped with electronic cash registers or ensure the availability of sales ledgers (regardless of their number), where revenue from product sales will be recorded (regardless of whether sales of other goods will be registered through them).
License for Cigarette Production
To manufacture tobacco products, a license can be obtained only if a full technological cycle is ensured, i.e., the presence of equipment, premises, and laboratories that have been accredited and allow processing raw materials into products ready for sale to the end consumer.
It should also be noted that within 10 days from the moment of acquiring ownership of equipment for cigarette production, it is necessary to enter information about it into the Unified Equipment Register by submitting an application.
To apply for a license, in addition to the prescribed application form, the following are required:
- founding documents (copies);
- permits to commence work (in the areas of fire and industrial safety and occupational health and safety);
- production certificate;
- receipt of payment for the license;
- form 4 – OPP.
This is an exhaustive list of documents; licensing authorities have no right to require others. All documents are submitted in a single copy, properly certified: this may be a notarized copy or a copy certified by the issuing authority or by the licensing authority.
The applicant is issued a license (or a decision of refusal) no later than 30 days from the date of submission of the document package.
The license is granted for a term of 5 years. The fee for the license is 780 UAH and is charged annually for each subsequent year; moreover, it is prohibited to pay for the entire term of the permit in advance.
