Documents for obtaining a cadastral number in Kyiv
Process. Registration of land plots or assignment (determination) of cadastral numbers is carried out by the territorial office of the State Land Agency, based on the application you submit for the determination of cadastral numbers and the receipt of payment for services. The application should be accompanied by: a copy of the state act, copies of the applicant’s passport and identification code. After that, within the timeframe, you will receive a Extract from the State Land Cadastre, which will contain information about the size, address, cadastral number of the land plot and information about its owner, an electronic XML file (if required by the cadastral registrar).
Firstly: SIGNING A CONTRACT WITH a land management organization
If information about your land plot is absent in the National Cadastral System you need to : order the preparation of technical land management documentation for establishing (restoring) the boundaries of the land plot from a land management organization (for example LLC “________”), which has certified land survey engineers on staff and the necessary technical equipment (GPS equipment and total stations).
Secondly: PREPARATION OF DOCUMENTATION AND ITS APPROVAL
The land management organization will carry out a cadastral survey of the land plot boundaries, create technical land management documentation and a digital exchange XML file of your plot.
Third: OBTAINING “EXTRACT FROM THE STATE LAND CADASTRE”
It then submits the documentation for approval to the territorial office of the State Land Agency and for the entry of information about the land plot into the National Cadastral System. After that, within a month you will receive a Extract from the State Land Cadastre, which will contain information about the size, address, cadastral number of the land plot and information about its owner.
A cadastral number is understood to be a unique numerical code of a land plot. Such a code is assigned after the cadastral surveying procedure and is reflected in the cadastral plan of the land plot. A number assigned to a plot once remains unchanged throughout the existence of the land plot. However, if the plot itself was divided or merged with a neighboring one, its cadastral number is transferred to the archive. The newly formed plot is assigned a new cadastral number.
The cadastral number is assigned to all plots, regardless of the form of ownership. The transfer of ownership or the emergence of encumbrances does not lead to a change in the cadastral number.
With the amendments to land legislation in 2009, having a cadastral number became an indispensable requirement when concluding civil-law transactions aimed at securing the transfer of ownership. The cadastral number helps avoid confusion and situations where two owners claim the same plot. Knowing the cadastral number, one can find the following information about the plot from the cadastral plan: area, coordinates, boundaries, owners of adjacent plots.
The right to assign cadastral numbers to land plots is vested in the territorial bodies of the State Land Committee (Goskomzem) at the location of the plot.
To assign a cadastral number, the owner of the plot submits a package of documents, including:
- a copy of the passport and identification code;
- a copy of the certificate of state registration and the statistics certificate (for a legal entity);
- a copy of the title document.
