Clearly, this has long been no secret to many. Yet, for some, certain facts about the injustice in tender procurements may become clearer.
How did certain “schemers” of the “tender mafia” completely criminalize the process of public procurement, causing the state budget to lose billions?!
It was precisely due to legislative projects such as the “tender chamber” that state enterprises were forced to buy so-called “information services” exclusively from “their” structures. Naturally, these “information services” were purely fictional: when a few lines on an A4 sheet with quotes from the Law “On Public Procurement” cost state enterprises up to 4% of the purchase price.
Payments for “Information services” were transferred to the accounts of various firms that were registered to the “right” persons from the close circle of the “tender mafia”; ultimately all funds were collected in the account of the company “Royal Finance”, whose account was at “Brokbизнесбанк”. The choice of bank, by the way, was not accidental. It is known that the owner of this bank was the head of the GNA during Yulia Tymoshenko’s premiership.
At that time, 2.2 billion were transferred to the account of the company “Royal Finance” at “Brokbизнесбанк”. Obviously, such a sum could not go unnoticed by the top of the BYuT leadership, which raised many questions about the redistribution of shares; as a result, these same “tender mafiosi” were forced to lie low.
The organization “Royal Finance” was liquidated, and its director turned out to be a thrice-convicted drug addict and, of course, was a director only on paper. During the liquidation process Vasily Nikiforov died under unclear circumstances, and the criminal case was closed due to the absence of a corpus delicti.
Strangely enough, after the victory of the Party of Regions and Viktor Yanukovych, members of the “tender clan” aligned themselves with the ruling family.
And there, of course, such talent could not go unnoticed. Members of the same group invented a new state-level scam that caused a strong public outcry – the certification of expert appraisal services. The essence of the idea is clear to everyone – monopolization of the appraisal market at a state level, issuing licenses only to “their” firms.
Amendments were made to a number of subordinate regulatory acts and property appraisal became mandatory (vehicle and real estate appraisal). The established payments were transferred to the accounts of commercial structures registered on the eve of the “wonderful innovations.” It might not have seemed so bad, but… the cost of such services increased twentyfold! Formerly the cost of appraising a one-room apartment was $250–300, and it became $2–3 thousand! Naturally such a racket could not exist for long, and the newly elected team needed to consolidate voters’ trust – they resolved the situation. And again, that very “team” remained untouched, while the protesting appraisal firms were subjected to “pressure” from the Ministry of Internal Affairs.
