According to the press service of the Cabinet of Ministers of Ukraine, the new procedure for the employment of foreign citizens and stateless persons in Ukraine, adopted by the government, significantly reduces the number of certificates required for this and is also aimed at protecting the country’s labor market from an influx of unskilled personnel.
Under the new rules, in order to avoid creating competition in the labor market for Ukrainian citizens, the issuance of a permit is carried out on a paid basis and amounts to 4588 or 4 minimum wages. These funds are transferred by the employer to the Social Insurance Fund for Unemployment, after which they are allocated to carry out special measures aimed at ensuring the employment of Ukrainians, including the creation of new jobs. The key point of the new rules is that such a permit can be obtained only if there are no workers of the required qualification registered with the employment service.
Otherwise, the government accommodated employers by reducing the number of documents required to obtain a permit from 15 to 8, as well as the application processing time from 30 to 15 days. The validity period of the permit remained unchanged – less than 1 year. A work permit will not be required for foreigners permanently residing in Ukraine, as well as for employees of foreign missions, emergency rescue services, artists and art workers, foreign mass media, athletes, foreigners who arrived in Ukraine as lecturers in their specialty at state universities, and for those participating in the implementation of international technical assistance projects.
According to preliminary estimates, in 2013 the employment service plans to issue 8 thousand permits.
