Messenger Work of the Justice Ministry Register Almost Restored
Since the beginning of the second month of autumn 2013, the work of many state and private departments and organizations in Ukraine whose activities depend on the Ministry of Justice’s information registers was paralyzed.
Since the beginning of the second month of autumn 2013, the work of many state and private departments and organizations in Ukraine whose activities depend on the Ministry of Justice’s information registers was paralyzed. According to a report by the state agency “Information Center”, a failure occurred in the system developed by two enterprises “Art-M” and “Z-T” under a government contract, which blocked access for all users.
Upon closer examination, it turned out that the system had actually been subjected to an unauthorized attack, which led to the blocking of information and routing errors. Such a situation for some time paralyzed the activities of a large number of individuals and legal entities, depriving them of the ability to exercise their lawful rights and freedoms.
After a thorough investigation, information about the attack was immediately sent to law enforcement agencies for as quick a probe as possible. Control of the investigation of this incident was placed directly on the Main Investigative Department of the Ministry of Internal Affairs and is under special supervision, so there is a fairly high likelihood that those responsible for the situation will soon stand trial and be punished.
However, many important questions remain about the motives for this crime and its consequences. Many fear that very important personal information may fall into the wrong hands or even become publicly available. In addition, it is unclear whether this was simply a hacker attack made possible by vulnerabilities introduced into the system by the developers, and whether they were introduced accidentally or intentionally. It is possible that the old leadership of the Ministry of Justice is trying in this way to discredit the new minister in the eyes of the President or even the entire current government in the eyes of the people, since the security of personal data can make even the most careless citizens worried.
At the moment, specialists of the enterprise “Information Center” have already been working in emergency mode for the fourth day to correct the situation. As a result of the attack, the completeness and quality of the registers were not affected.
As of noon on October 4, the operation of the registers has been practically restored to 100 percent. According to a statement published on the official website of the Ministry of Justice of Ukraine, the work of the State Executive Service and the State Registration Service of Ukraine has been restored to 100 percent, while access to the registers of state and private notaries has been restored to 92 and 82 percent respectively.
