Issuance of an invitation for a foreigner
Citizens of a number of countries belonging to the CIS, as well as from EU countries, enter the territory of Ukraine without visas. The stay of citizens in Ukraine under the visa-free regime is limited to 90 days. For citizens of other states, as well as stateless persons, visas are required to enter Ukraine. The basis for issuing a visa is an invitation for a foreigner.
Invitations for a foreigner to Ukraine are issued by the migration service authorities.
Both individuals and legal entities can act as the inviting party.
How to issue an invitation for foreigners to Ukraine
To invite a non-resident, individuals apply at the migration service office at their place of residence, legal entities — at their place of location. There they submit an application in the approved form. The Ministry of Internal Affairs’ order clearly sets out the requirements on how to issue an invitation for foreigners. The text must not contain abbreviations, and uppercase writing is not allowed to avoid errors.
Documents for obtaining an invitation for a non-resident
To issue an invitation for foreigners, an individual must provide:
- an application;
- their passport;
- a legalized copy of the non-resident’s passport;
- if the inviting party are non-residents permanently residing in Ukraine, they present a document confirming their residence permit;
- if the inviting party are non-residents temporarily residing in Ukraine, they present a document evidencing official employment or an internship;
- proof of payment of the state fee.
To issue an invitation for foreigners to Ukraine, a legal entity must provide:
- an application;
- a legalized copy of the non-resident’s passport;
- the company’s director’s passport and his photo;
- constitutional (founding) documents and the certificate of state registration;
- an order appointing the person responsible for inviting foreigners, and his photo;
- guarantees to assume the expenses for the non-resident’s maintenance.
Individuals and legal entities are prohibited by law from conducting a business of invitations for non-residents. Therefore our company does not act as the inviting party.
You can issue an invitation for a foreigner for a relatively small official fee, but the processing time will be at least twenty working days.

Private invitation for a foreigner to Ukraine
Nowadays more and more Ukrainian citizens communicate with people around the world. Free access to the Internet allows you to get to know interesting people abroad without leaving the country. Increasingly, people use international dating sites.
But communication via technical means is not always convenient. There is often a need for personal meetings. However, movement between different countries is restricted by visa regimes and other migration rules. That is when the need arises to issue an invitation for a foreigner to Ukraine. If the visit is purely private, implies a personal meeting and has no commercial undertone, a private invitation for a foreigner to Ukraine is issued.
In practice, when issuing a private invitation, Ukrainian citizens may encounter the following difficulties:
- The invitation is issued by the citizen at the OVIR office at the place of registration. Therefore, it is not possible to arrange the invitation while abroad.
- The citizen must confirm solvency in case of the guest’s deportation or payment of unforeseen expenses related to the non-resident’s stay in Ukraine. As a result, unemployed persons and students cannot act as the inviting party.
- Inviting foreign citizens in large numbers arouses suspicion among migration service officers. Especially when the invited persons are not related by family ties or employment relationships. This leads to a more thorough review of the application and increases the likelihood of refusal to issue invitations.
- Migration service employees exercise particular thoroughness when reviewing applications for invitations of citizens from countries with migration risk. In such cases the law provides for additional control. And at the slightest doubt the issuance of an invitation may be refused.
When arranging a private invitation through our company a minimal package of documents is required: a copy of the foreigner’s passport document and a copy of the passport of the person making the invitation. It is not necessary to additionally provide insurance or an income statement.
The processing time for the invitation will be 5-8 business days. If necessary, urgent processing of private invitations for foreigners is possible.
Business invitation for a foreigner to Ukraine
Many foreign entrepreneurs prefer to communicate personally with business partners. For this they have to visit foreign countries, including Ukraine. Often the conclusion of international contracts requires the presence of all parties. When selling equipment, technicians travel to the installation site. Business exhibitions and conferences gather participants from around the world. Product presentations are held during meetings with the client. In all the above cases, if crossing the border is required and there is no visa-free agreement between the countries, a foreigner may enter Ukraine with a business visa.
Such a visa can be issued at a consulate provided there is a business invitation.
The issuance of a business invitation is carried out strictly in accordance with the requirements of Ukrainian legislation under the procedure developed by the Ministry of Internal Affairs of Ukraine. The inviting party can be a company that has business relations with the foreigner. The fact of business relations is checked with particular thoroughness. The company inviting a foreigner to Ukraine must be accredited with the migration service. Only after receiving an account card can the company begin the procedure for issuing an invitation.
To issue a business invitation to a foreigner the following documents should be provided:
- an invitation issued on company letterhead, which clearly states the legal entity’s name, its physical and legal address, and contact telephone numbers. The purpose of the non-resident’s visit must be indicated here;
- a copy of the registration card evidencing the legal entity’s registration with the migration service;
- a copy of the director’s passport; if the director is also a non-resident, documents confirming the residence permit and the work permit must be provided;
- a document confirming the provision of accommodation for the non-resident;
- a legalized copy of the non-resident’s passport document;
- a document confirming payment of the state fee.
If necessary, urgent processing of business invitations for foreigners is possible.
